Text Box: Cllr Charles Leach was born in Chester on 13th August, 1953. He was later elected to Upton Parish Council where he served for three years. He was also a member of the Upton Village Hall Board of Management and a founder member and fundraiser of the Kathleen Ferrier Society. In July 1980 he came to reside at The Annexe, Pendinas, St.Asaph. Charles has been a member of the Town Council since 1999, representing the East Ward and is a member of the Environment and Assets Committee. He also has interests in the following:-
